What does it mean when a guy doesnt want a relationship but he doesnt want me to have with other guys?

He told me hes not having with other girls, that I can see whoever I want, but if I want to have with them then I cant be with him anymore. I told him as well that I cant see myself having a relationship with him cuz we fight too much, and he said ok bye. He says he likes me and that I make him happy, so Im wondering if he wants to see if Ill have with other guys while were not dating so that he can feel safe that I wont cheat when we are dating. I told him I loved him before because I care about him, but I didnt mean that I was falling in love. Weve talked on msn for two years, but only started hanging out for just one month. What do you think? Do you think he might want a relationship with me but is just testing me to see if Im going to be promiscuous?
