Do you believe this is a realistic Middle East question?

Iran acquires nuclear weapons, Pakistan who already has them and are very close allies with Saudi Arabia gives the technology to the Saudis. Israel also starts to build its technology, and other countries in the region claim they need it for self defense. I'm sure there are other countries, but lets say, Iran, Saudi Arabia, Israel, Egypt, Jordan, Pakistan, Syria, Lebanon, and Afghanistan all got their hands on nuclear weapons, and built up their nuclear arsenals for the next 100 years. In 2100, the countries give these weapons to "terrorist" groups with very strict orders, "don't use them unless of a GRAVE (emphasized) emergency. Do NOT (emphasized) pick fights, or your organization will be shattered!" And because the terrorist groups are funded by the countries who gave the orders they don't use them. Do you think this is realistic? Thanks for your opinions!
