Minority groups being held back....Why?

Many minorities don't trust the government so they will not look to join it. Many people need to escape their environment to get out of this "trap". Sometimes they are pulled back because of family issues or they have a hard time making it in their new surroundings. Not my opinion, just telling you what I've seen/heard...
