Reject text messages?

On my cell phone with AT&T as a service provider, it lets me have the option of having a manual message reception. Which I'm uming that I can either reject or accept any incoming text message. Since I do not have unlimited texting and would like to conserve my texts, if I reject the incoming text messages does it still cost me money?
